This 20m high sawdust burner chimney is of a sawmill in Klang. It looks like it is having 2 extra silencer pipe which i think is sort of dust collector on the side and it's seldom in use nowadays because most of the sawdust is recycled.
It is a chimney, the two pipes is some sort of dust trap, every sawmill should have one if they wanna burn the sawdust inhouse,if not the people nearby will be breathing smoky air.
Normally large metal components needs to be grounded to earth because there could be leakages alone the way,for example from the sawdust vacuum at the sawing machine or mother natures, lightning strike.
Is that really a chimney? Cause it looks more like some mixture machineries to me.
