Abandoned Chimney of Tortoise Bay

A surprise find by the road side at Tortoise Bay
(Teluk Ketapang),Pangkor
in a form of a small 6 meters high chimney
with what looks like a concrete water tank by it's side.
I am still wondering the use of this one.
